College Hill Courts
The Westside is a historic downtown neighborhood located between Chattanooga’s city center and the Tennessee River. Connected to the Innovation District via MLK Blvd. and Main Street, it offers easy access to key landmarks like the Convention Center, TVA headquarters, Miller Park, and Warehouse Row. The Downtown Chattanooga Public Library, a vital community hub, sits just a short walk from College Hill Courts.
Built in 1940, College Hill Courts is Chattanooga’s oldest public housing development. Originally part of a New Deal initiative, it provided much-needed housing for low-income families, particularly African American residents who were restricted on where they could live. Generations have called it home, building a strong sense of community despite challenges like urban renewal projects and economic shifts that reshaped the area.
Why Redevelopment Is Needed
College Hill Courts’ aging infrastructure presents significant challenges. The 497-unit complex, spread across 53 buildings, faces issues such as:
Deteriorating Infrastructure: Outdated plumbing, streets, and structures create unsafe conditions.
Limited Accessibility: No units are ADA-compliant, making it difficult for residents who are confined to a wheelchair.
Outdated Amenities: The property lacks central HVAC, modern parking, sidewalks, and key repairs.
Lack of Mixed-Income Housing: The current structure limits mixed incomes in the neighborhood.
Despite past renovations, many components have exceeded their lifespan, making full redevelopment essential to provide safe, modern housing.
A Vision for the Future
Through the One Westside redevelopment initiative, College Hill Courts will be transformed into a vibrant, mixed-income community. All 497 public housing units will be replaced, with additional affordable and market-rate housing introduced to foster a mixed income neighborhood and more economic opportunity.
Beyond housing, the revitalized neighborhood will feature modern infrastructure, green spaces, and improved connectivity to downtown. Investments in education, job opportunities, and recreational spaces will strengthen the community while preserving its rich history. The redevelopment represents a commitment to a brighter future for all residents.
