The One Westside People Plan is guided by the specific needs and priorities identified by residents through extensive community engagement. Formed through community feedback and supported by data, the plan reflects priorities identified through surveys, focus groups, and neighborhood conversations. Residents shared their goals, their challenges, and their hopes for the future—and those insights shaped the foundation of this plan.

In response, the People Plan brings together a network of trusted partners to connect families with essential support. From job training and career counseling to early childhood education, youth programs, and access to health care, each part of the plan is designed to meet people where they are. These efforts work together to reduce everyday barriers, build valuable skills, and create real pathways to stability and long-term success for residents of all ages.

Early Learning & Youth Success
  • Expand affordable early childhood education options, including a new Head Start center at the James A. Henry Hub.
  • Provide after-school enrichment, STEM programs, and career readiness support for youth.
  • Increase access to tutoring, literacy programs, and scholarships.
Economic Mobility
  • Connect residents to job training, career counseling, and employment services.
  • Remove obstacles to employment, such as childcare, transportation, and professional attire.
  • Provide financial literacy programs to help families build long-term stability.
Health & Wellness
  • Establish a community health clinic offering primary care, counseling, and substance use treatment.
  • Increase access to insurance enrollment assistance and case management.
  • Support food security through a new food pantry, meal programs, and nutrition education.

Columbia Residential, our housing development partner, plays a vital role in aligning the physical transformation of the neighborhood with the goals of the People Plan. Their commitment to resident-focused development helps ensure that the future of College Hill Courts reflects the needs and aspirations of the families who live there.

Housing Opportunities, Inc. (HOU) supports the plan by providing personalized relocation assistance to College Hill Courts families. With care and experience, HOU helps residents navigate the relocation process, ensuring every household feels informed, supported, and secure during this important transition.

Hundreds of residents participated in surveys and engagement meetings, ensuring that programs are designed to meet real needs and drive meaningful change.
