Housing plan

The Housing Plan was informed by an extensive public participation process and the highest design and modern quality standards. The Plan delivers a minimum of 1,126 new apartment homes in seven phases, to be developed by Columbia Residential in partnership with the Chattanooga Housing Authority. Residents’ primary stated need was one-for-one replacement, and the Housing Plan replaces all 497 units supported by rental assistance allowing for deep affordability. In addition, the Housing Plan will provide 212 additional affordable homes through Low-Income Housing Tax Credits (LIHTC) and 417 homes at market rents.

All phases across the site include new apartment homes for a range of incomes (deeply affordable replacement, tax-credit restricted, and unrestricted homes). Apartment homes and buildings will feature the same quality, finishes, and amenities for all residents, regardless of income level or rental program.

Housing Phase 1

501 West Twelfth Street

This first new housing phase will feature 230 mixed-income apartment homes in garden-style buildings, and a podium-parked, elevator served apartment and amenity building, including management, leasing, and resident gathering and amenity space. Located at the 12th Street gateway to the Westside, Phase 1 will be a pillar of the community as it is the inaugural phase of the redevelopment at one of the major gateways to the site. This phase is scheduled to close and begin construction in Q1 2025 and be ready for new resident move-ins in late 2026

Housing Phase 2

1150 Boynton Drive

The second housing phase will be on the hillside south of the Gateway Tower, and will feature 144 new apartment homes of mixed-income in a structured parking, elevator-served building. Phase two will also provide new homes available before the demolition of outdated units at College Hill Courts as part of the “Build First Strategy.” This phase plays a crucial role in minimizing disruption for residents while advancing the area’s revitalization. Closing is scheduled for Q4 2025 with construction beginning in early 2026.

Housing Phase 3

Phase Three marks the first stage of redevelopment within the College Hill Courts footprint with a new street grid defining blocks of the rebuilt neighborhood. Construction will commence following the completion of the initial demolition phase of existing College Hill Courts buildings and resident moves to new housing. Phase Three, directly adjacent to the James A Henry Community Center and refurbished Sheila Jennings Park, will introduce 168 new  mixed-income units in walk-up, garden-style buildings, with closing and construction set to begin in Q2 2027.

Housing Phase 4

Phase Four will introduce 131 new mixed-income homes in walk-up, garden-style buildings, further expanding housing opportunities within the community. This phase will also initiate the development of Grace Tree Park, a historic gathering space that will be revitalized to enhance public outdoor amenities and promote community well-being. Closing and construction are scheduled to begin in Q2 2028.

Housing Phase 5

The fifth phase is planned to feature 136 mixed-income homes in walk-up and garden-style apartments on newly created blocks within the College Hill footprint. Closing and construction start is scheduled in Q3 2029.

Housing Phase 6

The sixth phase will feature 120-unit mixed-income homes in a 5-story elevator-served building fronting West Main Street. The new building will include approximately 17,000 sq. ft. of ground level floor space reserved for the CCI-funded incubator space. Closing and construction start is scheduled in Q1 2029.

Housing Phase 7

The seventh and final phase of the Housing Plan introduces 197 mixed-income homes in a 5-story elevator-served building with structured parking. Also fronting West Main Street, the community amenities will include a leasing/management space and other retail fronting the Main Street corridor. Closing and construction start is planned for Q4 2030.

A Stronger Future for the Westside

The One Westside transformation, in collaboration with The Bend, private investments, Tax Increment Financing (TIF), and city investment, is more than just a new housing development — rather, it is a comprehensive investment in the future of Chattanooga. Together, these efforts will create over 2,000 jobs, drive hundreds of millions in new investments, and introduce 14 acres of new park space, new infrastructure and connectivity, providing residents with more green areas to gather, play, and connect. By bridging the gap between the City and the Riverfront, this revitalization effort will enhance accessibility and strengthen Chattanooga’s connection to its waterfront.

Most importantly, current Westside residents impacted will be given housing choices and no residents will be displaced throughout the redevelopment process. The plan is committed to preserving by replacement, all existing affordable housing while also adding new workforce and market-rate homes to attract new resident and meet Chattanooga’s growing need for affordable rental housing. The goal is to ensure a vibrant, mixed-income community where everyone has the opportunity to thrive. Through thoughtful planning, community collaboration, strategic investment, and high quality new housing communities. One Westside will honor the neighborhood’s history while building a stronger, more connected Westside for generations to come.
