The first phase of construction will take place offsite at the former Youth and Family Development (YFD) Center, where 230 new apartment homes will be built. This phase includes multiple buildings: a five-story residential building over a podium with structured parking, as well as three- and four-story walk-up buildings with surface parking.

Of these 230 homes, 92 will serve as direct replacement housing for families from College Hill Courts. The development will provide high-quality housing for a wide range of residents, including former College Hill Courts families, workforce households, and market-rate renters. A variety of apartment homes will be available, including one-, two-, and three-bedroom apartments, all featuring in-unit washers and dryers, dishwashers, storage space, and Electric Power Board (EPB) Wi-Fi.

A central leasing and amenity hub, located within the five-story podium building, will serve as the focal point for the community. This space will feature a fitness center, lounge, community room, resident lobby, and mail/package rooms, with free internet in shared areas. A mural wrapping around the exterior of the leasing space will celebrate the history and future of the Westside neighborhood.

  • Construction is set to begin in the first quarter of 2025, with leasing anticipated to start in the fall of 2026.

    This milestone marks the beginning of a transformative process, ensuring that families have access to modern, high-quality housing while maintaining strong connections to their community. The development will incorporate resident feedback, focusing on creating safe, vibrant spaces that support families’ needs. As the first step in the larger One Westside vision, this phase sets the foundation for a more inclusive and thriving neighborhood.

By prioritizing mixed-income development, enhanced public spaces, and access to essential services, the plan fosters long-term stability and opportunity for residents.
