Partners Powering the One Westside Vision

The One Westside transformation is about more than buildings, it’s about people. At the heart of this once-in-a-generation effort is a belief that long-term change only happens when everyone has a seat at the table. That’s why the Chattanooga Housing Authority, the City of Chattanooga, and a wide network of local, regional, and national partners have come together to bring the vision of One Westside to life.

This work is driven by a shared commitment: to honor the history of the Westside, to support the people who call it home, and to build a stronger, more connected future. Thanks to the $50 million Choice Neighborhoods Implementation Grant awarded in July 2024, we have the momentum and support to make lasting change…and that change is made possible by the incredible partners walking alongside us.

A Community of Partners

The One Westside project is being guided by Chattanooga Housing Authority and the City of Chattanooga, with Columbia Residential leading housing development and EJP Consulting Group serving as a strategic partner. EJP’s deep experience in neighborhood transformation and resident engagement plays a crucial role in connecting all the moving pieces of this complex, people-centered initiative.

Dozens of other organizations bring specialized knowledge, resources, and long-standing relationships to the work. From architects and engineers to schools and hospitals, every partner plays a part in shaping the future of the Westside.

Leading with Trust and Expertise

Legal and financial experts like Baker Donelson, Bass, Berry & Sims, Fox Rothschild, Holland & Knight, Nixon Peabody, Raymond James, Reno & Cavanaugh, and Truist Community Capital are helping us build strong foundations, literally and financially.

Our design and construction partners: Block Companies, Barge Design Solutions, Barnett Jones Wilson, S&ME, Moody Nolan, Smith Gee Studio, Zimmerman/Volk Associates, Hawkins Partners, WMWA Landscape Architects, and Tinker Ma are turning vision into reality with thoughtful, high-quality plans that reflect and respect the character of the neighborhood.

And it wouldn’t be possible without the support of organizations like the Tennessee Housing Development Agency, Chattanooga Health, Educational, and Housing Facility Board, Grandbridge Real Estate Capital, and the Electric Power Board, who are helping move this work forward with critical infrastructure and financing.

People-Focused, Resident-Driven

Everything we do is guided by the people who live in the Westside today. Residents from College Hill Courts, Gateway Tower, Boynton Terrace, and Dogwood Manor have contributed their voices and priorities through listening sessions, resident leadership teams, and the Chattanooga Advisory Group.

Organizations like Housing Opportunities Unlimited and Urban Strategies, Inc. are walking alongside families through every phase of the work, ensuring clear communication, smooth transitions, and a sense of stability and care.

To support health and well-being, partners including Erlanger Hospital, CHI Memorial, Cempa Community Care, the Hamilton County Health Department, Council for Alcohol and Drug Abuse Services, and the Mental Health Cooperative are expanding access to physical and behavioral health services. These efforts are critical to supporting every resident’s ability to thrive.

Supporting Education, Careers, and Growth

Partners like Chattanooga State Community College, the University of Tennessee at Chattanooga, Chattanooga 2.0, and the Hamilton County Department of Education are working to create stronger pathways to learning, from early childhood through college and beyond. City of Chattanooga Head Start and the Creative Discovery Museum are helping lay the groundwork for lifelong learning starting at the youngest ages.

Workforce development and economic mobility are being supported by American Job Center, Dress for Success, Urban Story Ventures, and The Enterprise Center (Tech Goes Home), while local groups like AGC East Tennessee are helping connect residents with hands-on training and entrepreneurship support.

Philanthropic and Strategic Support

Philanthropy plays a key role in lifting up this work and creating space for community-led solutions. We’re honored to work alongside the Benwood Foundation, Lyndhurst Foundation, Maclellan Foundation, Footprint Foundation, Community Foundation of Greater Chattanooga, and the Robert Finley Stone Foundation. Each has brought critical support for programs, planning, and resident engagement.
