First Phase Begins with 144 New Homes on Boynton Drive

The One Westside redevelopment is ushering in a new era for Chattanooga’s Westside, transforming it into a vibrant neighborhood with high-quality housing and expanded opportunities for residents. At the heart of this initiative is the Chattanooga Housing Authority’s (CHA) “Build First” approach, ensuring that new homes are constructed before any existing units are removed. This strategy prioritizes residents by providing them with a seamless transition into modern housing, reducing displacement, and maintaining the community’s stability.

The first step in this transformation is the construction of a 144-unit development at 1150 Boynton Drive. This milestone marks a major step forward in revitalizing the neighborhood while upholding the commitment to keeping longtime residents in their community. With careful planning and collaboration, this project will replace aging infrastructure with high-quality, mixed-income housing that fosters both economic and social growth. Developed in partnership with Columbia Residential and CHA, this new building will feature 86 one-bedroom and 58 two-bedroom apartments.

More than 40% of the residents will be current College Hill Courts tenants, allowing them to transition into new housing before their existing homes are replaced. By building first, the project ensures that no resident is left without a place to live during the redevelopment process.

Affordability and creating a mixed income neighborhood are central to this initiative. A portion of the units will be reserved for households earning 60% to 80% of the area median income, while others will be available at market rate. This approach fosters a thriving, mixed-income community where residents from different backgrounds can live and grow together.

Construction is expected to begin in early 2026, following progress at 12th Street, where 230 new apartments—including 92 replacement units for College Hill Courts residents—are already in the works. These developments lay the foundation for the broader transformation of Westside, which will replace 600 existing public housing units while adding 1,100 additional residences to the neighborhood. The redevelopment effort is backed by a $50 million Choice Neighborhoods Implementation Grant from the federal government, as well as expected funding from projects like The Bend. The anticipated redevelopment of The Bend will generate billions in new investment, supporting infrastructure, housing, and community growth in Westside.
