Neighborhood Plan: The One Westside transformation is gaining momentum as partners work together to bring key community improvements to life. From the renovation of the historic James A. Henry building into a vibrant community hub, to transportation investments funded by a federal Reconnecting Communities Grant, the Westside Neighborhood Plan is moving forward with intention. With construction, planning, and collaboration underway, these efforts reflect a shared commitment to building a more connected and thriving Westside for current and future residents.
The One Westside People Plan is moving forward with strong momentum. As of March 2025, 100% of original target households are enrolled in case management services through USI, the lead People partner for the Choice Neighborhoods Implementation Grant. With a dedicated local team and active community engagement, including monthly resident meetings and a collaborative service provider network, the People Plan is laying the foundation for long-term resident success across housing, education, health, and economic opportunity.
Housing Plan: In a major step forward for the One Westside transformation, the Chattanooga Housing Authority and the City of Chattanooga have officially broken ground on the first two phases of new housing following a $50 million Choice Neighborhoods Implementation Grant. The first 230 mixed-income units—part of a seven-phase, 1,126-unit housing plan—are under construction now in the Westside Neighborhood. These initial phases will include 92 new replacement units for current College Hill Courts residents. With construction underway and design work advancing on Phases 2A and 2B, One Westside is putting plans into motion to create more housing options and stronger neighborhoods in the heart of Chattanooga.
The Chattanooga Housing Authority (CHA) and the City of Chattanooga were awarded a $50 million Choice Neighborhoods Implementation (CNI) Grant on July 16, 2024. On August 27, 2024, the Master Developer Agreement was executed between CHA and Columbia Residential as the Housing Implementation Entity.
This project will replace aging infrastructure with high-quality, mixed-income housing that fosters both economic and social growth.
