June Partner Spotlight: @signalcenters Serving t June Partner Spotlight: @signalcenters

Serving the community since 1957, Signal Centers is a multiservice organization in Chattanooga, whose mission is “to strengthen children, adults and families through services focusing on disabilities, early childhood education and self-sufficiency”.

Some of the services that Signal Centers offers for children include an inclusive early learning environment, summer camps, Dolly Parton’s Imagination Library, through which children receive free books each month until their 5th birthday, a childcare resource and referral network, developmental therapy, and early childhood assessments.

In addition to supporting children through direct services, part of Signal Centers mission is to also strengthen families. They offer services such as Family Forward, which provides families support and resources to set them up for success, and Work Ready, which aims to both lessen the impact of poverty and fill the void in job fields, such as working in childcare, by providing coursework and internships to TANF eligible participants.

Lastly, Signal Centers also supports people with disabilities and older adults, with programs including adult day care services, assistive technology services, a speech and hearing center, and the Hart Gallery, which offers artistic opportunities for individuals who have disabilities, are homeless, or have other challenges.

One Westside is happy to be working alongside Signal Centers, connecting our residents with these valuable resources to positively impact them, their families, and their children’s lives.

Phase I of the One Westside project is being built Phase I of the One Westside project is being built on a site with a long history of serving Chattanooga residents. While many remember it as the Youth and Family Development (YFD) building, the story of this place goes back much further.

In 1855, on Academy Hill, later known as College Hill, the first of several school buildings was constructed. The original building (photo 1), funded by the Masonic Lodge, opened as a female school known as the Masonic Academy. During the American Civil War, it became Hospital No. 1 in 1862.

After the war, the building returned to educational use and was later incorporated into the Chattanooga school system as the Second District School in the early 1870s. In 1873, the building was renovated (photo 2), and the upper floor became home to Chattanooga’s first high school.

In 1890, plans were made for a new school building at the College Hill site. The new structure opened in 1891 (photo 3) and served both schools until a fire on March 6, 1896. It was rebuilt later that year for Second District students, while Chattanooga High School relocated. The site continued operating as a school until May 16, 1945, when fires destroyed the structure beyond repair.

In 1950, the building many know as the YFD building (photo 4) was constructed and continued serving students as Second District School. In the mid-1960s, it transitioned to adult education. After years of vacancy, the building was renovated in 2013 into the Youth and Family Development Center and later used for Head Start programs.

Today, the site is entering a new chapter through One Westside, where mixed-income housing is being developed to create modern homes and support families in the Westside community. For many residents, this place holds personal memories, as generations of Westside families attended Second District School and later accessed services here. As new homes rise, we honor that history and celebrate the opportunity for families to continue calling Westside home while carrying this legacy forward.

(Special thanks to Sam Hall at ChattanoogaHistory.com and the @chattlibrary for helping preserve and share this history.)
