One Westside Neighborhood Plan Update: Q3 2025

This quarter, the One Westside Neighborhood Plan has continued to make visible progress across key projects that enhance learning, creativity, recreation, and public art in the Westside community. These initiatives, known as the Critical Community Improvements (CCIs), are coordinated by the Regional Planning Agency (RPA) alongside partners from the City of Chattanooga and Choice Neighborhoods team.

Head Start: Renovating the James A. Henry Hub

The James A. Henry building, soon to be the community “Hub” and site for the Head Start program, is nearing completion. Construction is approximately 92% finished and on track for substantial completion by the end of October 2025.

Work in Q3 focused on finishing touches throughout the building. Concrete caps were installed on foundation walls for the rear plaza, steel handrails are being fabricated for installation, and fascia and gutters are being added. Interior updates include ceramic tile in the art gallery and kitchen, nearly complete cabinet, sink, and countertop installation, interior trim, and final paint. All building systems are operational and in use, preparing the space to welcome residents and programs soon.

One Westside Creative Cultural Innovation Incubator

The Creative Cultural Innovation Incubator, led by the Department of Economic Development, continues to progress with planning and coordination. Specific updates for Q3 will continue to be shared as programming and partnerships develop in the coming months.

Recreation and Placemaking in Green Spaces

Projects aimed at improving recreation and placemaking in green spaces remain a focus, led by the Chattanooga Department of Parks and Outdoors. Q3 has included ongoing planning to activate public areas, enhance usability, and provide community-driven spaces for leisure and gatherings.

Public Art: Enhancing Public Spaces

The City of Chattanooga is advancing multiple public art projects this quarter. A License Agreement Application has been submitted to the Tennessee Department of Transportation to support the proposed 12th Street underpass lighting project. Key milestones include:

  • October 10, 2025: Begin TDOT License Agreement Process (estimated 6–7 months)
  • October 23, 2025: CPAC approval of project scope, budget, and artist selection method
  • October–November 2025: Technical specifications and mounting methods finalized with contractors
  • December 17, 2025: TDOT review of technical specifications
  • Q1–Q2 2026: Artist call, selection, and design review process
  • Summer 2026: Installation of artistic LED lighting at the 12th Street underpass

The Public Art team is also drafting an Artist Call for the James A. Henry mural, which will add color, creativity, and a sense of identity to the new Hub once completed.

Looking Ahead

As Q3 closes, the One Westside Critical Community Improvements continue to move forward, bringing new learning spaces, creative opportunities, green spaces, and public art to the neighborhood. These projects are setting the stage for a revitalized Westside that is vibrant, connected, and community-centered.
